A. France.

President Abraham Lincoln feared a collaboration of Confederate and French forces throughout the entirety of the Civil War.  France controlled Mexico and as such seemed like a potential ally for the Confederacy.  Lincoln ordered increased military efforts to deter such an alliance in 1863.
