“Resolved, That, as Democrats, we ‘are determined to adopt no Affirmative Policy,’ but merely to embarrass the Government by every means in our power, and especially by sympathizing with Traitors, and trying in every way to tie the hand of the President!”
“Resolved, That we base our claim to Popular Favor on the slowness and inefficiency of the Administration in putting down the Rebellion!”
