Even at large, well-established National Military Parks such as Manassas there are regions within the park boundaries that are not under NPS control.   This map shows the location of the 9-Acre Gray Tract which is being acquired by the Civil War Preservation Trust and will in turn be transferred to the Manassas National Military Park.   The Gray Tract is highly significant battlefield land - land where many of Maj. Gen. Fitz John Porter's Union soldiers emerged from the Groveton woods on their way to the Deep Cut and Jackson's forces.
